Sri J.Parthasarathy belongs to the first batch of students of the College of Engineering, kakinada who came out in 1950. After graduation, he joined the State Electricity Department and worked in various capacities in Dept. He was in charge of the construction of the Vijayawada Thermal Power Station as Superintending Engineer and later became the Chief Engineer for operations of the power station. He introduced practices and procedures in operation and maintenance of the plant which led to the power plant earning award for the best Plant Load Factor(PLF) and the best cleanliness in the whole country continually for the past over 20 years.

He became Member (Generation) of Andhra Pradesh State Electricity Board and also served as the Chairman of the Composite APSEB and subsequenttly of APGENCO. He improved the performance of all other thermal power stations in the state during his tenure as a Member and later as Chairman. He won the Bhasin Award for his contribution to the field of power generation.
